For the fuel return valve T into the red ported vacuum hose that is for the black port of the EGR valve... it/they should be connected to the "#4" port on the passenger side of the carb...
The White magnetic valve should be blocked off with a Weber.... the black valve should be used for the distributor....
Does this car have to pass a smog test????
If not then disconnect the vacuum hoses from the EGR, red valve and control valve. Connect the vacuum advance directly to the T for the fuel return valve carb "red " vacuum port. Disconnect the black valve and vacuum retard and plug that port on the #4 intake runner... leave the retard port on the dizzy open. Do not cap off. Vacuum advance is good, retard is no good.
Next... if you don't have a vacuum pump to check the Air pump diverter valve with... looks like this... http://www.thetoolwarehouse.net/shop/MIT-4000.html ..... then you'll have to suck on the hose to pull some vacuum.... put your tongue on the end of the hose and see if the valve holds vacuum.... another way to check that valve is to pinch the hose while the car is running and feel for a change in idle quality.... if it leaks vacuum or the idle smooths out then that valve is bad and you may as well disconnect the hose to it and cap it off at the intake... AND take off the belt for the air pump... AND cap off the air injection hose that it in front of the head. My favorite way of doing this is to remove the elbow pipe from the front of the exhaust manifold, stick a dime in there and reinstall the elbow pipe. If I could've only had all my customers give me a dime for this I may be a rich man!
Next... Do you have an adjustable timing light?? I use this one... http://www.northerntool.com/webapp/wcs/stores/servlet/product_6970_19845_19845
If so... With the vac advance side of the dizzy disconnected and the hose plugged off; set the timing to 34 deg max advance at around 3000 rpm. Then reconnect the vac advance to the dizzy and set the carb from there. I've set the timing as high as 46 deg (advance connected) on one of those dual vac dizzy's with 91 octane... so don't be afraid of a little seat of the pants timing experimentation. Your right foot and the idle quality will tell you when there's enough timing advance. If you can't get the carb to smooth out the idle And or the motor it pinging on full throttle then there's to much timing.
BTW some of the dizzy's have the retard and advance sides mixed up... to test... set the timing as above. THEN rev to any rpm well over idle observe the timing and rpm then connect ported vacuum (carb port) to either side of the dizzy and observe the timing change. If it went up then you've got the right one.
Your right foot and your gas bill will thank me. At different times of course.
